Tails sees Crocker as someone who needs kindness to give him a better direction in life. It's clear from the man's building and engineering skills that he has a whole lot of potential! But for whatever reason, or at least Tails surmises, it's been shot down and rejected in his world - and he knows what that's like. Plus their first encounter kind of clued him in that Crocker is not used to kindness, which he thinks contributes an awful lot to those villainous tendencies he has. And after helping to save him from permanent Fearling status, Tails is convinced that Crocker DOES have good in him that he's just scared to let out because of how he's been treated. So, Tails is taking it upon himself to help him! He wants to be a friend to him, because nobody likes being alone, right?
So yes. C: He sees him as a good friend and would really love to guide him in the right direction however he can!
