That conclusion reached, there are still many things to consider here. One is that approaching a soldier on duty may lead to an altercation, since he may be under instructions of not talking with the general population. Or the prisoners. Which, as far as Steve knows, he may actually be. But it's not like he has many options, so he's going to risk it. Besides, it doesn't seem to be any other soldier around. Which is very weird, to be honest.
All right, let's clear this up.
He makes sure to keep his hands visible and be candid enough to approach in such a way that the vulnerable one is him - even if he took note of all possible escape routes.
"Hello?" he calls in what he hopes is a non-threatening tone of voice.

Settling his blaster carbine into its usual rest position in front of him, the clone nodded towards the newcomer. "Easy there. I'm not gonna eat you." He paused, glancing down at his weapon before amending, "-or blast you. New around here? Welcome to th' city."

"I guess I am. Although I'm not even sure where this place is, so I'd appreciate any information on the matter."

"I've heard my share of hard-to-explain situations. Whatever it is, believe me, I can handle it."

He pauses. "With me so far?"

"All right," he says and breathes again. "All right, that's a new one. A call to what? Does the city need help?"
So far, he's not considering the city as an entity of its own. He believes it's a shorthand way to call some kind of council or government body.

He supposes he should touch upon the topic of the Ascended. That's the only reason he didn't jump right into mentioning that the city itself is the highest form. "I'm no expert in all this, mind you- just passin' on th' things I've heard and learned. So uh. About change. This city's called th' City of Change, and those that do so enough, ascend. If it wasn't already weird, it will be now.
"It's...like a ranking system. You change, you gain a level- Angelii. They get some abilities, an' they can travel beyond this city to other worlds, help repair things. The next rank up is Ashura, and toppin' that, Deva. I guess some people'd consider 'em gods, but they seem'ta be pretty much people still, just with more power than th' general public."
He pauses to see if Steven's still following. "And lastly, there's Aeon. I'll admit, don't know too much about it, 'cept that we're standin' on one."

"Sorry. I'm not sure if I'm following. What your trying to say is that I was called here to be offered the chance to climb the ranks from angel to god?"
Angelii, angel, whatever. He's not entirely sure it's possible. Or a good idea.
"I'm not that arrogant. And I have things to do back in my own world."

Fives sighs. This is why he doesn't handle explaining things to the newbs- he barely understands it all himself. He might still not believe all the Ascension stuff, save that he knows there are Ascended here, at least in title. A lot of them don't act so high and lofty as one might expect of a god or otherwise- not that the clone is familiar with those either.
"Look, if you want, you can just go back through th' gate," he says, glancing around a moment before pointing in the direction of the nearest one. "No guarantee it'll work on th' first try, and it's likely that you'd just end up back here."

"If there's one chance, I'd like to try it regardless." It wasn't in his nature to give up at the first sign of trouble.
But before he turned to the door Fives glanced at, he remembered he had manners. So he offered his hand to the other soldier.
"Steve Rogers, by the way. Thank you for the explanation."

"Good luck to you, then," he offered, pausing as he looked to the hand extended to him. He reached out to give it a firm shake.
"Name's Fives. Hope it was at least a little helpful. It's a lot to absorb when you first get here."

"Thank you, Fives," Steve says. Although he did notice the lack of a rank - and that it sounded more like a nickname.
"Um. Would you mind if I ask you what the armor is for?" He wasn't leaving - attempting to leave - without asking.

Head lifting a bit at the question, Fives gave another nod, along with a shrug.
"Oh, this. I'm part of th' Grand Army of the Republic. ARC Trooper- that's Advanced Recon Commando. Hope I didn't cause alarm- I'm just used to it."

He frowned slightly too. "Is the rest of that army here too?"

Fives laughed a little, shaking his head. "No, 's just me an' my brother. We're far from th' war we've been in, out here. It's strange, but I can't argue with havin' a little peace and quiet."
