That was from the episode "Cosmic Rust", where Megatron sent the Stunticons to kidnap Perceptor, who was at the Statue of Liberty demoing his new anti-corrosive coating. The Stunticons hijacked the Staten Island Ferry to get there, and Drag Strip water-skiied in while Motormaster lassoed Perceptor with the anchor chain off the ferry.

Given that the Stunticons could have just flown there, that episode really cinched their reputation as complete crazies with me. Who do wild, crazy, violently destructive stuff.
