You may request it of the city, of course.

But there are few ways to force Nautilus to comply when it does not wish to do so. Perhaps you might have more luck requesting something else instead.

The tower itself could be improved with some slight architectural talent, I suppose. The sense are easily deceived, after all.

Perhaps you might take it up as a project, then. There are certainly others who have acted to make improvements to the city before this.

Perhaps. But living things are hard to tame and this city in particular is, by it's very nature, wild.
